KazNEL information resources

Kazakhstan National Electronic Library (KazNEB) is a state information system of the Ministry of Culture and Information of the Republic of Kazakhstan, designed to form the Unified National Catalog of the electronic library collection and the Unified Electronic Repository of documents.

The information system https://kazneb.kz/ was created in 2007 on the basis of the National Academic Library of the Republic of Kazakhstan within the framework of the state Program for Reducing Information Inequality for 2007–2009.

The main goal of the project is the preservation, popularization, and provision of broad access to Kazakhstan’s national historical, cultural, scientific, and literary heritage using modern information and communication technologies.

KazNEB is the country’s first state library portal providing remote access to electronic resources with Kazakhstani content. Users can freely access full-text documents via the Internet without registration or authorization. For the convenience of readers, a version for visually impaired users and a mobile application for iOS and Android platforms are available.

The collection is formed with the participation of national, regional, and university libraries, scientific and public organizations, as well as individuals. The transfer of documents is carried out in accordance with the approved regulations and in compliance with the legislation of the Republic of Kazakhstan on copyright and related rights.

To date, the KazNEB collection includes more than 85 thousand digital documents in 70 languages of the world. The geography of users spans over 120 countries. The electronic collection comprises books, brochures, periodicals, dissertations, abstracts, sheet music, articles, archival documents, audio and video materials, visual materials, and maps.

The electronic library features thematic digital collections: “Books Published under the State Program”, “Rare Documents and Manuscripts”, and the “Library of Turkic-Speaking Countries”.

The “Books Published under the State Program” collection unites publications released within the framework of the state program “Cultural Heritage” and the subprogram “Acquisition, Publication, and Distribution of Socially Significant Types of Literature”. KazNEB provides broad access to these publications for both domestic and foreign users, contributing to the popularization of Kazakhstan’s cultural and scientific heritage.

The “Rare Documents and Manuscripts” collection is aimed at preserving, systematizing, and digitizing unique manuscripts and rare books stored in libraries, museums, scientific organizations, and higher educational institutions of the country. Digitization work has been carried out since 2007. Currently, the KazNEB collection contains more than 10 thousand digital copies of manuscripts and rare publications.

The “Library of Turkic-Speaking Countries” collection was created to form a unified digital space of the literary heritage of the Turkic world. It unites both classical works and contemporary literature of Turkic-speaking peoples, contributing to the preservation and popularization of their common cultural heritage.

The portal presents the “Calendar of Significant and Memorable Dates for 2026”, which includes anniversaries of outstanding figures as well as important dates of state, cultural, scientific, and public organizations. In the “Interesting Facts” section, users have access to specially selected documents related to memorable events and personalities.

KazNEB also provides statistical monitoring tools that allow tracking the number of views of individual documents, author publications, and materials from partner organizations.

For further development and replenishment of the electronic collection, the Kazakhstan National Electronic Library actively develops cooperation with state institutions, higher educational institutions, scientific organizations, publishing houses, and authors. Interaction is carried out on a gratuitous basis and in accordance with the current legislation of the Republic of Kazakhstan.
